Clinical Homecare Career and Competence Framework
Background
The need and demand for homecare services across the UK is growing year on year and having a robust and scalable homecare workforce is key to future growth.
There is unnecessary variation in job roles and their descriptions which increases complexity and therefore clinical risk; and introduces contractual blockers to “right capability, right time” deployment of staff that are further compounded by different commissioning approaches.
The need
Developing an industry-wide, standardised Clinical Homecare Career and Competence Framework will support the development and retention of existing staff and the transferability of competency within and between homecare organisations.
The Framework will facilitate shared understanding, decrease the potential for differences in interpretation and support robust commissioning of high-quality homecare services, equipping the workforce to provide personalised, high-quality care.
Purpose and scope of framework
The Framework will aim to identify and describe the skills and knowledge which are required to deliver high quality care in a homecare setting. It will provide a single, consistent, comprehensive, and explicit resource on which to base review and development of all relevant professionals working across the full range of homecare services. The Framework will also provide a sense of the opportunities available to the current and future workforce by articulating the career potential of working in this setting.
Development approach
An expert reference group has been set up, responsible for overseeing the development of the Clinical Homecare Career and Competence Framework. The group are working to develop the first iteration by Autumn 2024. Following this, the framework will be open for wider consultation.
